Bayelsa State Governor Duoye Diri and Plateau State Governor Caleb Muftwang have signed a Memorandum of Understanding (MoU) to collaborate on power, renewable energy, and agricultural products, aiming to foster positive growth in their respective states. This agreement was finalized at the FIN Annual International Business Round Table and Forbes Best of Africa Award Ceremony, celebrating outstanding leaders.
The MoU will enable Baymat Energy and the Africa Energy Council to invest in hydro, solar, and gas power in both states, creating jobs and alleviating poverty.
The event, held in Lisbon, Portugal, also honored six exceptional African leaders with the FIN-Forbes Best of Africa Awards for their significant contributions to the continent’s development:
- Governor Caleb Muftwang (Plateau State): Forbes Best of Africa Visionary Leadership Award
- Governor Duoye Diri (Bayelsa State): Forbes Best of Africa Outstanding Leadership Award
- Amb. Yusuf Maitama Tuggar, Minister of Foreign Affairs, Nigeria: Forbes Best of Africa Lifetime Achievement Award in Diplomacy
- Mr. Clement Oluranti Buari, Director, Strategy Management Department, Central Bank of Nigeria: Forbes Best of Africa Leadership Excellence in Strategy Management Award
- Sven Thieme, Executive Chairman & MD of O&L Leisure (Pty) Ltd, Namibia: Forbes Best of Africa Outstanding Corporate Leadership Award
- Beatriz Franck, Founder and CEO of BEFRAN LdaGroup, Namibia: Euroknowledge Outstanding Female Entrepreneur Award
According to Kenneth Beregha, FIN’s Director of Investment, Promotion, and Strategy, these individuals have demonstrated exceptional leadership and vision, inspiring positive change and growth across Africa.
In her keynote address, FIN Chairman Olayinka Fayomi highlighted FIN’s commitment to fostering global trade, knowledge sharing, and sustainable business practices. She emphasized the importance of leadership, entrepreneurship, and diplomacy in shaping Africa’s future and encouraged attendees to leverage the platform for networking and building connections.
Governor Diri signed the MoU on behalf of Bayelsa State, with Faction AI co-founder Max Garza III representing Faction AI Smart City for a $1 billion investment. Similarly, Governor Muftwang signed on behalf of Plateau State, also represented by Faction AI’s Max Garza III for $1 billion.

- Bayelsa and Plateau States with CTO Council: $5 million investment each for youth technology training and employment abroad
- Bayelsa State and Umoja Kingdom Estates, LLC: $10 million purchase guarantee for fruits and vegetables
- Plateau State and Umoja Kingdom Estates, LLC: $10 million purchase guarantee for fruits and vegetables
- Spire Inc USA: $100 million agricultural investment
- Baymat International and Africa Energy Council: $200 million solar power investment in both Plateau and Bayelsa States
